Harju County in North Estonia lies at the coast of the Gulf of Finland. Out of 15 Estonian counties Harjumaa is the largest by population and the second largest by area. There are 6 towns and 19 rural municipalities in the county. The major city Tallinn is very important for the whole county. Besides the tourists and holidaymakers it brings to the county business interest, higher standards of living and gives jobs to many people in Harjumaa.
County Government is a state institution that provides services to and is directed by the County Governor.
The County Governor represents interests of the state in the county and cares for comprehensive and balanced development of the region. He co-ordinates joint work of regional offices of the state institutions and local governments in the county, supervises legislation of the councils and governments of municipality units. The Governor is appointed to office for a term of five years by the state government after the Governor’s candidature is approved by representatives of the county municipalities.
The County Government comprises an office and departments. The county secretary directs the office. A department may include divisions and is directed by a head of the department.
Since Estonia has regained its independence in 1991, Harju County has been actively developing contacts and collaboration with European regions. Helsinki is the closest to Tallinn and the most influential city in our region. Harju County Government believes, that co-operation with Helsinki and the surrounding region Uusimaa is mutually beneficial. Together we can become a considerable landmark on the map of Europe.
